De viaje por las américas (Trip to America)

De nuevo ha tocado avión. En esta ocasión invitados por el FMI y el BID para explicar a los responsables de aduanas de todos los paises americanos en qué consiste la alternativa del software libre.Again on a plane. El Banco Interamericano de Desarrollo y el Fondo Monetario Internacional tienen un grupo de trabajo que colabora con los servicios aduaneros de todos los paises americanos identificando las mejores prácticas en sus métodos de trabajo y colaborando con proyectos que les ayuden a implementarlas. En ese contexto contactaron con Antonio Ullán y conmigo para que expusiéramos, en Panamá, como mejor práctica la alternativa que supone usar el software libre en la administración pública. Nos tocó llevar uniforme de chaqueta y corbata, pero parece que mereció la pena el esfuerzo si tenemos en cuenta las consultas y preguntas que siguieron a las exposiciones.

En unos meses se publicará el libro blanco de mejores prácticas en cuatro idiomas donde intentaremos aportar lo mejor posible las ideas y el soporte en el que una administración pública puede basarse para plantear la migración de sus sistemas informáticos a alternativas libres más baratas, seguras, fiables y sobre las que mantiene un mejor control y dominio que si fueran sistemas cerrados implementados por empresas extranjeras.

Absuelvo a los visitantes de tener que verme en una foto de allí, y lo cambio por una foto de parte del interesante auditorio (Por cierto, aparte de aprender muchísimo sobre aduanas, y sobre lo bien informatizada que está la agencia tributaria española, conocí de la existencia de paises americanos como Santa Lucia,o Saint Kits & Nevis)

Gracias a los estrafalarios horarios de avión entre España y Panamá pudimos disponer de tiempo para visitar el canal y «disfrutar» de un buen jet-lag tanto en la ida como en la vuelta.

Canal de PanamáThe Inter-American Development Bank and the International Monetary Fund have a work group that collaborates with the customs offices of all American countries paises, identifying the best practices in its methods of work and collaborating with projects that help them to implement them. In that context they contacted with Antonio Ullán and with me so that we exposed, in Panamá, like better practice the alternative than supposes to use free software in the public administration. We had to wear tie and jacket, but it seems that the effort was worth the clothes, if we consider the consultations and questions that followed the talks.

In some months, the white book of better practices in four languages will be published. There, we will try to contribute the ideas and the support on which a public administration can be based to begin the migration of its computer systems to free alternatives. Free software alternatives that are cheaper, safer, more trustworthy and allow the governments keeping a better control and dominion than using closed systems implemented by foreign companies.

I acquit the visitors watching me in a photo and , instead, I show a photo of the interesting audience (By the way, aside from learning a lot on customs, and on how well computerized is the Spanish tributary agency, I knew the existence of American countries like Santa Lucia, or Saint Kits & Nevis).

Thanks to the stupid flights timetables between Panama and Spain we had time enough to visit the Canal and «enjoy» a great jet-lag, after the initial flight and after the return.
